This official postgraduate course on the European Union offers students a high-level training that allows them to achieve optimal conditions to develop in the professional and academic field. The aim is to provide students with a high-level training that will place them in optimal conditions to work in the professional or academic field.
The primordial role of this degree in the countries of the European Union is a consequence of the central place that university studies must have for a better understanding of the integration process itself. For this reason, the various degrees in European Union studies are a priority objective for the European institutions and the Member States.
European universities are currently faced with the imperative need to adapt to a series of profound changes, among which is the overriding objective of placing studies and degrees that allow for a better and more detailed knowledge of the European Union at the centre. In addition to its fundamental mission of initial training, the university must respond to the new needs for education and training about the Union itself, its institutions and its policies, which arise with the changing legal, political and economic nature of the integration process and its relationship with the knowledge society. University studies on the European Union from a multidisciplinary approach arise from the growing need for scientific and technical education, transversal competences and lifelong learning opportunities which require greater permeability between the different elements and levels of university education and training systems.
For all these reasons, the main universities in our European environment, and even outside it, have been offering for years the Postgraduate Degree in European Union; both from multidisciplinary programmes, as well as from specific EU programmes in Law, Economics and Commerce, or Political Science.
This Master has the following specialisations (60 credits each specialisation):
- Specialisation in Economics/Politics (in Spanish language).
- Specialisation in Law (in Spanish language)
- Specialisation in Multilevel European Integration and Fundamental Rights (in English language)
- Specialisation in Economy of the EU: Challenges for the 21st Century (in English)
The aim is to provide students with a high-level training that will place them in optimal conditions to work in the professional, academic and research fields. The Master offers students an in-depth knowledge of what the European Union is and how it works, so that they can understand its internal and external action mechanisms and the complex systems of decision-making:
- Educational competences in the different fields: economics, law, political and social institutions of the European Union that will enable them to develop a broad knowledge that will be valid in both private and public spheres.
- Precise competences for the initiation of research in the different aspects of the European Union.
This Master has the following specialisations (60 credits each specialisation):
Specialisation in Economics/Politics (in Spanish language).
Specialisation in Law (in Spanish)
Specialisation in Multilevel European Integration and Fundamental Rights (English language)
Specialisation in Economy of the EU: Challenges for the 21st Century (in English)

The Master prepares students for access to competitive examinations and competitions in all areas of the institutions and bodies of the European Union and also mainly for access to Spanish institutions and bodies, both of the central State and of the Autonomous Communities and local authorities.Furthermore, the training provided adequately prepares students for continuing to doctoral studies, particularly in topics related to the European Union, including the PhD Program in European Union offered by rhe UNED.
This Master's degree offers the multidisciplinary approach required for scientific and technical education, transversal skills and lifelong learning that require greater permeability between the different elements and levels of the university education and training systems. It offers four specialisations in particular: Economics/Politics (in Spanish language), Law (in Spanish language), Multilevel European Integration and Fundamental Rights (in English language) and Economy of the EU: Challenges for the 21st Century (in English language).
The most important job positions related to this Master are listed below, which could be a professional option after the Master's istudies:
European Union Civil Servant: The European Parliament, like the other Institutions, recruits through competitions. There are several types of competitions, which in turn cover different levels, allowing citizens to apply for different functions, such as administrators, lawyer-linguists, interpreters, translators, assistants, secretaries, qualified agents, etc. ..... Competition notices are published in the Official Journal of the European Union and in the national press. Information on the publication of competitions and timetables is available on the website of the European Personnel Selection Office (EPSO). All the provisions governing the European Union civil service are laid down in the Staff Regulations of Officials of the European Communities.
Diplomat: Professional in the service of the state administration, who officially represents his or her country abroad, either on a permanent mission (to another state or to an international organisation) or on a special mission. Apart from the function of representation, he/she must also assume the function of informing and negotiating, especially in conflict situations. To become a diplomat, one must pass a competitive examination organised annually by the Ministry of Foreign Affairs through the Diplomatic School.
Public Manager: Professional who uses the appropriate decision-making mechanisms for the allocation and distribution of public resources, and coordinates and stimulates public agents to achieve collective objectives. He/she must apply principles of organisational economics and classical microeconomics to solve problems and achieve social objectives in public organisations. The criteria for good public management are, from the economic and organisational point of view, maximisation (optimal relation between profit and cost), and from the political and administrative point of view, legitimacy and legality.
Foreign trade technician: Professional responsible for the international trade area of an exporting company. Their activity is related to the prospecting and opening of new markets abroad, so they need to have knowledge of foreign investment, international contracting, international marketing, international transport of goods, customs and banking operations, market research, and be fluent in other languages, mainly English. These professionals may work, in addition to exporting and importing companies, in international organisations, banks, customs agencies or foreign trade consultancies.
Forwarding agent: Professional who, with extensive knowledge of the international transport sector, plans, coordinates, controls and directs all the operations necessary to carry out the international transport and logistics of goods. In order to carry out his activities, he has branches, subsidiaries or a network of correspondents abroad, which allows him to plan and provide his services at the territorial level required by the needs of his clients. It knows the characteristics of the goods to be transported, studies the most appropriate routes and the different means of transport and chooses the best solutions in terms of cost, time and safety. Your quote can include all transport costs from the point of departure of the goods to their final destination.
Grants and Subsidies Advisor Manager: Professional who is in charge of the search for information, processing, collection and justification of aid and subsidies granted by the European Union, the Central Administration, the Autonomous Communities and other regional and local entities.
In addition, as indicated before, the Master's Degree allows provides a specialized training for the development of research on European issues, both European Union Law and European Union Economics and Politics, thanks to its different specializations, which allows it to constitute an ideal training program to be able to continue later with the Doctoral studies on European Union, including the PhD programme in European Union of the UNED.

Entry profiles and organization of teachings
Graduates of any specialty who meet the requirements established, in general, by the UNED and those of this Master referred to below can access this Master's Degree:
- Access to the Master. All graduates can request to join the Master directly. In this case, the student will take 60 credits in the manner detailed below.
- Access to the Master with foreign studies. Students who have studied abroad may also join the Master if they meet the requirements established by UNED.
- Compliance with administrative requirements. Whatever the access route, the student must comply with the corresponding administrative requirements established by the UNED (pre-registration, presentation of documents, etc.)
- Organization of the Master's teaching. The student must request to join the Master in one of the four Specialties offered. In all Specialties, 60 ETCS credits must be obtained.
- Structure of the teachings in the Specialties of Economics/Politics and Law in Spanish language.
In the first semester, the student must take 30 credits, all of them from the chosen Specialty.
In the second semester, the student must take 20 optional credits. Of the 20 optional credits that must be passed, in the specialties in Spanish language the student may select up to 10 credits from the Specialty not chosen as the main one (for example, if the Specialty chosen is Economics/Politics, the student can select up to 10 optional credits of the 2nd semester of the Specialty in Law and vice versa).
Master's Final Thesis. When the student has exceeded 50 mandatory and optional credits, they may present their Master's Thesis, which is assigned 10 credits. Students can present this Master's Thesis in two ordinary calls each year: July and September/October and an extraordinary call in February. To access the extraordinary February call, the student must complete the corresponding registration.
The presentation and defense of this work takes place in a public session at the UNED headquarters in Madrid. This rule does not allow exceptions, therefore, all students of the Master in European Union, of any of its Specialties, must defend their TFM in a face-to-face session, at the UNED headquarters in Madrid.
- Structure of the teaching of the Specialty in Multilevel European Integration and Fundamental Rights and the Specialty in Economy of the EU: Challenges for the 21st Century (in English).
In the first semester, the student must take 30 credits, all of them mandatory.
In the second semester, the student must take 20 credits, all of them optional. This European Union Master's Degree can be taken full-time or part-time.
a) Full time:
Graduates and students with validated studies can take the Master's degree full-time, taking the 60 credits in one academic year.
This calculation includes the possibility of completing the Master's Final Thesis in its extraordinary call in February of the following academic year by registering again in accordance with UNED regulations. Typical example: start in October, completion of the subjects in June or September and presentation of the Master's Thesis in June, September or February of the following year.
The student may also postpone the registration and defense of his Master's Thesis within the permanence periods established by the University, but he will not obtain the degree until he has passed this final test.
b) Part time:
The 60 credits of the Master's degree, in the chosen specialty, can be taken part-time, which allows the student to complete the Master's degree, in any of the Specialties, in two years instead of one year. To do this, it is mandatory that the student follows the following rules for any of the Specialties:
First semester’s subjects:
The student must enroll, at least, for the 18 mandatory credits.
Second semester’s subjects:
The student must enroll in at least 10 optative credits.
The student should enroll in the rest of the credits the following year (12 of the first semester and 10 of the second semester or 20 if it includes the Master's Thesis).
As indicated, the student can enroll in the Master's Thesis (10 credits) both in the second year and in subsequent years, within the permanence period that UNED enables for these studies. See the following section.
Rules for Permanence in the European Union’s Master
1. Students of the National University of Distance Education in official University Master's studies have a maximum number of four calls per subject, two per academic year, regardless of the call in question (February/June calls or September), as long as the Program continues to be taught.
2. For the purposes of this rule, only calls for subjects that have been graded will be counted as effective. In the event that the student refuses to take the evaluation, the minutes will record it as “not presented”, and the express resignation will not be necessary for the purposes of calculating the call.
3. In this Master, the maximum permanence is that of the Master with a course of 60 ECTS credits. Therefore, the maximum number of years of permanence will be 4.
4. Those students who exhaust the maximum number of the four calls per subject, or exceed the maximum number of years of permanence, must request an additional call (graceful, extraordinary) before October 31 to continue studying the same Master's degree. The request should be addressed to the Dean of the Faculty of Law.
5. Once the calls or years of permanence have been exhausted, the student's file will be closed in the teachings of the Master's degree initiated, and studies may begin in other official UNED teachings, after admission to them.
1. For the academic year 2024-2025, this Master offers the following new access places:
- Specialisation in Economics/Politics, in Spanish language: 20 places.
- Specialisation in Law, in Spanish: 20 places
- Specialisation in Multilevel European Integration and Fundamental Rights, in English: 20 places
- Specialisation in Economy of the EU: Challenges for the 21st Century, in English: 20 places
2. Selection criteria for students of the specialisations in Economics/Politics and Law in Spanish. New applicants will be selected by the Master's Commission on the basis of the following criteria:
Average grade of the academic transcript: 30%.
Academic and professional profile: 30% Matching of the academic and professional profile to the chosen
Speciality of the chosen Master's Degree: 50%.
Knowledge of languages (preferably English): 10%.
Other merits: 10%.
3. Selection criteria for students of the Speciality in Multilevel European Integration and Fundamental Rights and the Speciality in Economy of the EU: Challenges for the 21st Century (in English). New applicants to these specialisations will be selected by the Master's Commission, according to the following criteria:
Average grade of the academic transcript 30%.
Adequacy of the academic and professional profile 50%.
Knowledge of languages (languages other than English, which, in this speciality, is a requirement)

Other merits 10%.
Students must provide documentation of the merits they claim in accordance with the above criteria for examination by the Master's Commission. Language skills (B2) must be accredited by means of the corresponding certificate/diploma stating the required level. If this certificate is not available, other means of proof may be provided and, in this case, the student may be asked for a personal or telephone interview to verify the language level.
3. Students from previous years will be guaranteed a place to continue their studies in the Master's Degree without being affected by the above admission criteria.

First semester:
It consists of 30 required credits.

De acuerdo con la legislación vigente, todas las Universidades han de someter sus títulos oficiales a un proceso de verificación, seguimiento y acreditación.
En el caso de la UNED, el Consejo de Universidades recibe la memoria del título y la remite a la ANECA para su evaluación y emisión del Informe de verificación. Si el informe es favorable, el Consejo de Universidades dicta la Resolución de verificación, y el Ministerio de Educación eleva al Gobierno la propuesta de carácter oficial del título, ordena su inclusión en el Registro de Universidades, Centros y Títulos (RUCT) y su posterior publicación en el Boletín Oficial del Estado.
Los títulos oficiales de máster han de renovar su acreditación antes de los seis años, desde la fecha de inicio de impartición del título o de renovación de la acreditación anterior, con el objetivo de comprobar si los resultados obtenidos son adecuados para garantizar la continuidad de su impartición. Si son adecuados, el Consejo de Universidades emite una Resolución de la acreditación del título.
Estas resoluciones e informes quedan recogidos en el Registro de Universidades, Centros y Títulos (RUCT).

Comisión coordinadora del título
Los órganos unipersonales de coordinación académica son el Coordinador y los Coordinadores de Módulo, Especialidad o Título en las diferentes facultades participantes.
El Master en Unión Europea cuenta con una "Comisión del Master".
La Comisión de Máster Interfacultativo en Unión Europea es el órgano responsable de la organización y control de resultados. Esta comisión, de conformidad con las normas aprobadas por la UNED, estará formada por el/la Decano del Centro Responsable de su coordinación y desarrollo (o persona en quien delegue), el/la coordinador/a del Master y los/las coordinadores/as de Especialidad, Título o Módulo. Actuará como secretario/a de la misma el Secretario/a del Máster en el Centro Responsable y podrán formar parte de ella los responsables de calidad de los Centros participantes.
The Master in European Union allows a high degree of specialisation in European studies. Its four specialisations, in Economics/Politics, Law, Multilevel European Integration and Fundamental Rights and in Economy of the European Union: Challenges for the 21st Century, allow students to draw a specific profile within the broad field of european studies, particularly on European Union.
The skills acquired by obtaining this Master's degree in European Union allow access to a wide range of professional options, specifically, all those related to activities in the field of the institutions and bodies of the European Union.
Likewise, this Master's Degree in the European Union provides the appropriate training for the exercise of work and professional activities in the internal sphere, whether in the State Administration or in the Administrations of the Autonomous Communities or the Local Administration.
And the practice of law and business activities also increasingly require the necessary knowledge of the European Union.
Furthermore, the training acquired in the Master's Degree in European Union is ideal for continuing academic studies, through Doctoral programs, such as the Doctoral Program in European Union of the UNED.
Finally, it is important to note the support of various Jean Monnet Chairs, Modules, and the Centre of Excellence, financed by the European Union, and directed by Master's teaching staff. They plan various activities during the course to support the training of students on relevant topics linked to European integration; as well as other projects for the development of training activities for students.
The Master has a Memorandum of Agreement signed by the UNED with the Spanish Ministry of Justice and the European Court of Human Rights on the procedure to obtain and ensure the dissemination in Spanish of jurisprudence and selected publications of the European Court of Human Rights that, considering the application practice of the knowledge acquired by students, and their motivation to actively participate through their academic work in the protection of human rights at the European and global level, and to become empowered in the field of human rights in their professional future, aims to establish a cooperative framework for the study and translation of relevant case law and other publications of the ECHR by students.

ISAAC CHAIR. INDIVIDUAL RIGHTS, SCIENTIFIC RESEARCH AND COOPERATION.
Likewise, the Master's Degree in the European Union will have the support of the ISAAC Chair. Individual Rights, Scientific Research and Cooperation (2023-2026), an institutional chair established at the UNED Faculty of Law through an international agreement between the UNED and the CNR/IFAC, for training and research on issues linked to rights and scientific research, both at European and international level.
EUROPEAN DOCUMENTATION CENTER
Among the objectives of the CDE-UNED is to be a catalyst and promoter of work and studies related to the European integration process, as well as to promote training in European issues.
PETER HÄBERLE CONSTITUTIONAL LAW RESEARCH CENTER AT UNED
The Peter Häberle Constitutional Law Research Center at UNED is the result of a collaboration agreement between the Peter Häberle Foundation and the UNED. It was inaugurated in the 2024/2025 academic year and has begun organizing activities to reflect on and promote knowledge of European Constitutional Law, and in particular on Peter Häberle's Thought as a Bridge between Constitutional Cultures. These activities are available to Master's students in a hybrid format and online through the center's profile on the UNED Channel.
EUROPEAN RESEARCH AND STUDIES CENTRE (CIEE)
In preparation, the future European Research and Studies Centre (hereinafter CIEE), builded on the valuable precedents existing at UNED in research and teaching on EU, is intended to be an interdisciplinary meeting place, open to research and teaching at different levels, both national and international, and also a place for the exchange of researchers of any nationality, collaborating with other centers, institutes, and groups dedicated to the same and complementary subjects, whether public, private, or mixed.
JEAN MONNET CENTRE OF EXCELLENCE OBSERVATORY OF GOOD ADMINISTRATION AND GOVERNANCE IN THE DIGITAL DATA SOCIETY (GOOD OBSERVATORY)
It is a project, promoted by Professors of the Master in EU through the ISAAC alliance and the Jean Monnet GovReDig Chair, to develop an Observatory of Good Administration and Governance in the Digital Data Society. This project will serve to promote relevant studies and research activities, particularly in European studies in the digital age, through the European Union's Jean Monnet Centers of Excellence call.

ECTS Credits recognition
The regulations on the recognition of credits at the UNED (Regulation on the Recognition and Transfer of Credits in Official Bachelor's and Master's Degrees of the National University of Distance Education) attribute to the Master's Degree Coordination Committee the competence for the recognition of credits in the degree, with the Academic Planning Commission of the University establishing the general criteria.
As a general criterion, the recognition of credits must be carried out taking into account the adequacy between the knowledge, competences and skills already acquired by the student and those provided for in the curriculum.
Credits in official education. The credits of subjects and subjects of official university Master's or Doctoral studies, whether in the same field of knowledge or in different fields, completed or not, taking into account the academic and formative coherence of the knowledge, competences and skills that define the subjects or subjects to be recognized with those existing in the curriculum of the degree to be accessed; although credits that correspond to Master's Degree Final Projects cannot be recognized, unless they are specifically developed in a mobility program.
Credits in university-specific education and professional and work experience. Likewise, the recognition of university-specific studies and professional and work experience in official Master's degrees is foreseen, which cannot be exceeding, as a whole, 15% of the total credits that make up the curriculum, so that the recognition of credits for university-specific degrees and/or work experience in the MU in the European Union can range between a minimum of 0 and a maximum of 9 ECTS.
Recognition of professional and work experience
The Academic Coordination Committee of the Master's Degree recognizes, for professional and work experience, taking into account the characteristics and specialization derived from professional and labor development, between 0 and a maximum of 9 ECTS credits, not being able to exceed this recognition, in combination with other recognitions of university-specific education, as a whole, the 9 ECTS that represent 15% of the total of the Master's Degree.
Recognition of teachings
In accordance with the practice of individual applications for credit recognition received in the Master's Degree in the European Union, and the recommendations of the Postgraduate Bureau of the Faculty of Law of the UNED, the Coordination Committee approved the following criteria for credit recognition, in relation to previously completed studies:
Recognition of official university Master's degree studies in the European Union (old plan 2009)
The studies taken at the National University of Distance Education, specialising in Law and Political Economics, for those students who have not completed the degree in the old plan (200), their recognition for the credits corresponding to the degree in the current plan, in the specialities of Law (2013 plan) and Economic-Political (2013 plan) respectively, with the only exception of the Master's Degree Final Project (10 ECTS).
The general criterion will be the recognition of the credits taken and passed, including the recognition of 30 compulsory credits, and 20 optional credits, up to 50 ECTS credits, in the 2013 plan, having to take, compulsory, in order to obtain the Master's degree, the subject of Master's Degree Final Project of 10 ECTS, in addition to the subjects that were necessary in the event that other subjects had been pending. compulsory and/or optional.

Recognition from the EDELNet LLM Summer School Programme.
It is a study program in Summer School format with study periods in two phases (online in Moodle on the FernUniversität Hagen platform, and then face-to-face for two weeks) within the Erasmus + Programme, Key Action 1 (KA1), organized by the UNED together with FernUniversität in Hagen, Hagen, Germany, OU OpenUniversiteit Netherlands (OUNL), University of Wroclaw, Poland, and the Open University UK, which is held annually.
Objective: transversal training in legal skills, under the titles of Bachelor Summer School (LL.B) and Phd Summer School (LL.M).

Students who complete the online and face-to-face training in Madrid receive a certificate of attendance issued by FerUniversitätinHagen (Germany) as coordinator of the short-term combined program.
General recognition criteria: the general criterion approved by the Master's Degree Coordination Committee is the recognition of 5 credits (ECTS) for those students who complete the Summer School with advantage, for optional subjects.
Recognition of the School of Governance and Regulation in the Digital Age
This is a training activity carried out within the framework of the Jean Monnet Chair in Governance and Regulation in the Digital Age -GovReDig 101127331 Project, funded by the European Union within the framework of the Erasmus+ Programme, organised at the UNED Faculty of Law, with training in summer-winter school format, with a first teaching training period of one week in hybrid or online format. with 30 teaching hours, and the proposal to carry out practical cases in a second period within a month, which allows students to carry out the work and receive the evaluation of the teaching staff. It is estimated that a total work by the students is equivalent to 75 hours.
Objective: To study the ethical and legal challenges, as well as the opportunities presented by the Digital Age, in particular for the issues and themes of governance (institutional and social) and Law (regulation, jurisprudence), both from the perspective of constitutional law, as well as public law in general and procedural law.
Who is it for: graduate students, researchers, professionals, and the general public interested in delving into these topics.
