A developed economy cannot exist without a highly qualified and efficient financial system. Based on this premise, the European Union has pursued the objective of an integrated financial system among all its member states since the signing of the Treaty of Rome in 1957. Significant progress has been made in this regard over the decades.
The primary aim of the course European Union Banking. Past, Present and Future is to provide an in-depth understanding of how the European financial system functions—particularly the role of the European Central Bank; the long and complex process that led to its establishment; its response to the COVID-19 crisis; and the challenges it must face in order to achieve a fully consolidated and stable Banking Union for all Member States.
It is assumed that students will typically hold an academic background in Economics, Law, Political Science, or, more broadly, in a discipline related to the Social Sciences. Prior familiarity with EU-related topics constitutes an excellent foundation for making the most of the learning experience.
However, holders of degrees in other fields are not excluded. Any graduate with a genuine interest in European Union affairs will find the course well-suited to their needs.
Furthermore, in order to effectively engage with the distance learning methodology employed by UNED, it is necessary for students to possess basic computer literacy.

- CE04. Finding, analyzing, and applying legislation emanating from the various institutions and bodies of the European Union, as well as that of the Member States that refers to or is involved in the European system.
- CE05. Finding, analyzing, and applying the jurisprudence of the Courts that make up the jurisdiction of the European Union as well as the jurisprudence of any order and level of the member states that refer to or are involved with the European Union system.
- CE14. Analyzing the economy of the European Union interrelating all its aspects.
The course European Union Banking. Past, Present and Future will provide students with a comprehensive understanding of:
- The history of the European Monetary Union, including its main achievements and shortcomings.
- The European financial system, its key institutions and policies, and the functioning of the Eurozone.
- The role of the European Central Bank (ECB) as the principal institution of the Eurozone, and its impact on European monetary policy and the capacity of member states to implement national economic measures.
- The effects of the COVID-19 pandemic on the Eurozone and its member states.
- The European Union banking system, its fundamental pillars, and the evolution of its strategic objectives.
- The integration of the European banking system and the principal challenges it faces.
MODULE I: THE EUROPEAN MONETARY UNION (EUM)
On this topic we study the origins of the European Monetary Union.
MODULE II: EUROSYSTEM AND THE EUROPEAN CENTRAL BANK
This topic studies the composition of the European Central Bank, the Eurosystem, its organization, its working structure and its monetary police.
MODULE III: THE INTEGRATION OF EUROPEAN FINANCIAL SYSTEM
In this section, the main challenges for the integration of the European financial system will be discussed.
MODULE IV: EUROPEAN FINANCIAL CRISIS
In this block, an analysis will be conducted on the policies adopted to ensure the stability of European financial system in the aftermath of the 2008 financial crisis.
MODULE V: THE ROLE PLAYED BY THE ECB IN THE PANDEMIC CRISIS
In this block, an analysis will be conducted on EU and European Central Bank response to the COVID-19 pandemic and the challengues for the financial sector.
MODULE VI: THE FUTURE OF THE EUROPEAN BANKING UNION
In this section, we will discuss the main challenges for the consolidation of an integrated European Banking Union.
For the successful preparation of this course, it is essential that students organise their work efficiently. A significant portion of this work must be undertaken independently, which involves:
- Studying and assimilating the theoretical content included in the course unit.
- Resolving queries, either in person or online, through the use of the virtual learning platform.
- Completing practical activities via the virtual platform.
To support the completion of the learning activities associated with this course, students will have access to the following resources:

- Supplementary documentation related to the topics covered in the course.
- Assessable activities designed to promote the practical application of the competences and skills outlined in the intended learning outcomes.

There is no specific textbook dedicated to explaining European Union Banking. Past, Present and Future. However, the virtual course will serve as a key resource for studying and monitoring the subject, as well as a tool for continuous assessment.
Teaching materials, documentation, and data will be made available to students through the virtual platform, as far as possible. Additionally, tutoring services will be provided to support students and help them succeed.
