The primordial role of this degree in the countries of the European Union is a consequence of the central place that university studies must have for a better understanding of the integration process itself. For this reason, the various degrees in European Union studies are a priority objective for the European institutions and the Member States.

European universities are currently faced with the imperative need to adapt to a series of profound changes, among which is the overriding objective of placing studies and degrees that allow for a better and more detailed knowledge of the European Union at the centre. In addition to its fundamental mission of initial training, the university must respond to the new needs for education and training about the Union itself, its institutions and its policies, which arise with the changing legal, political and economic nature of the integration process and its relationship with the knowledge society. University studies on the European Union from a multidisciplinary approach arise from the growing need for scientific and technical education, transversal competences and lifelong learning opportunities which require greater permeability between the different elements and levels of university education and training systems.

For all these reasons, the main universities in our European environment, and even outside it, have been offering for years the Postgraduate Degree in European Union; both from multidisciplinary programmes, as well as from specific EU programmes in Law, Economics and Commerce, or Political Science.

The Master prepares students for access to competitive examinations and competitions in all areas of the institutions and bodies of the European Union and also mainly for access to Spanish institutions and bodies, both of the central State and of the Autonomous Communities and local authorities.

This Master's degree offers the multidisciplinary approach required for scientific and technical education, transversal skills and lifelong learning that require greater permeability between the different elements and levels of the university education and training systems. It offers four specialisations in particular: Economics/Politics (in Spanish language), Law (in Spanish language), Multilevel European Integration and Fundamental Rights (in English language) and Economy of the EU: Challenges for the 21st Century (in English language).

The most important job positions related to this Master are listed below:

European Union Civil Servant: The European Parliament, like the other Institutions, recruits through competitions. There are several types of competitions, which in turn cover different levels, allowing citizens to apply for different functions, such as administrators, lawyer-linguists, interpreters, translators, assistants, secretaries, qualified agents, etc. ..... Competition notices are published in the Official Journal of the European Union and in the national press. Information on the publication of competitions and timetables is available on the website of the European Personnel Selection Office (EPSO). All the provisions governing the European Union civil service are laid down in the Staff Regulations of Officials of the European Communities.

Diplomat: Professional in the service of the state administration, who officially represents his or her country abroad, either on a permanent mission (to another state or to an international organisation) or on a special mission. Apart from the function of representation, he/she must also assume the function of informing and negotiating, especially in conflict situations. To become a diplomat, one must pass a competitive examination organised annually by the Ministry of Foreign Affairs through the Diplomatic School.

Public Manager: Professional who uses the appropriate decision-making mechanisms for the allocation and distribution of public resources, and coordinates and stimulates public agents to achieve collective objectives. He/she must apply principles of organisational economics and classical microeconomics to solve problems and achieve social objectives in public organisations. The criteria for good public management are, from the economic and organisational point of view, maximisation (optimal relation between profit and cost), and from the political and administrative point of view, legitimacy and legality.

Foreign trade technician: Professional responsible for the international trade area of an exporting company. Their activity is related to the prospecting and opening of new markets abroad, so they need to have knowledge of foreign investment, international contracting, international marketing, international transport of goods, customs and banking operations, market research, and be fluent in other languages, mainly English. These professionals may work, in addition to exporting and importing companies, in international organisations, banks, customs agencies or foreign trade consultancies.

Forwarding agent: Professional who, with extensive knowledge of the international transport sector, plans, coordinates, controls and directs all the operations necessary to carry out the international transport and logistics of goods. In order to carry out his activities, he has branches, subsidiaries or a network of correspondents abroad, which allows him to plan and provide his services at the territorial level required by the needs of his clients. It knows the characteristics of the goods to be transported, studies the most appropriate routes and the different means of transport and chooses the best solutions in terms of cost, time and safety. Your quote can include all transport costs from the point of departure of the goods to their final destination.

Grants and Subsidies Advisor Manager: Professional who is in charge of the search for information, processing, collection and justification of aid and subsidies granted by the European Union, the Central Administration, the Autonomous Communities and other regional and local entities.

Perfiles de ingreso y organización de las enseñanzas

Pueden acceder a este Máster los Licenciados y Graduados, de cualquier especialidad que cumplan los requisitos establecidos, con carácter general, por la UNED y los propios de este Master a los que se alude a continuación.

     1. Acceso al Máster. Todos los Licenciados y Graduados pueden solicitar su incorporación al Máster directamente. En este caso, el alumno cursará 60 créditos en la forma que más abajo se detalla.

     2. Acceso al Master con estudios extranjeros. Los alumnos que hayan cursado estudios en el extranjero también podrán incorporarse al Master si cumplen con los requisitos establecidos por la UNED.

     3. Cumplimiento de requisitos administrativos. Cualquiera que sea la vía de acceso  el alumno/a deberá cumplir con los correspondientes requisitos administrativos establecidos por la UNED (preinscripción, presentación de documentos, etc. etc.).

     4. Organización de las enseñanzas del Máster. El alumno debe solicitar su incorporación al Master en una de las tres Especialidades que se ofertan. En todas las Especialidades deben superarse 60 créditos ETCS.

     5. Estructura de las enseñanzas en las Especialidades de Económicas/Políticas y Derecho en lengua española.

     En el primer semestre, el alumno/a debe cursar 30 créditos, todos ellos de la Especialidad elegida.

     En el segundo semestre, el alumno/a debe cursar 20 créditos optativos. De los 20 créditos optativos que deben superarse, en las especialidades en castellano el alumno/a podrá seleccionar hasta 10 créditos de la Especialidad no elegida como principal (ejemplo, si la Especialidad elegida es Económicas/Políticas, el alumno puede seleccionar hasta 10 créditos optativos del 2º cuatrimestre de la Especialidad en Derecho y viceversa).

     Trabajo Fin de Máster. Cuando el alumno haya superado los 50 créditos obligatorios y optativos podrá presentar su Trabajo Fin de Máster que tiene asignados 10 créditos. Los alumnos pueden presentar este Trabajo Fin de Máster en dos convocatorias ordinarias cada año: Julio y Septiembre/Octubre y una convocatoria extraordinaria en Febrero. Para acceder a la convocatoria extraordinaria de Febrero el alumno/a debe realizar la matrícula correspondiente.

     La presentación y defensa de este Trabajo se realiza en sesión pública en la sede de la UNED en Madrid. Esta regla no admite excepciones, por tanto, todos los alumnos/as del Master en Unión Europea, de cualquiera de sus Especialidades, deberá defender su TFM en, sesión presencial, en la sede de la UNED en Madrid.

     6. Estructura de las enseñanzas de la Especialidad en Multilevel European Integration and Fundamental Rights y de la Especialidad en Economy of the EU: Challenges for the 21st Century (en lengua inglesa)(en lengua inglesa).

     En el primer semestre, el alumno debe cursar 30 créditos, todos ellos obligatorios.

     En el segundo semestre, el alumno debe cursar 20 créditos, todos ellos optativos. De los 20 créditos optativos que deben superarse, el alumno/a podrá seleccionar 5 créditos de la Especialidad no elegida como principal (ejemplo, si la Especialidad elegida es Economy of the EU: Challenges for the 21st Century, el alumno puede seleccionar 5 créditos optativos de 2º cuatrimestre de la Especialidad en Multilevel European Integration and Fundamental Rights y viceversa).

     Trabajo Fin de Máster. Cuando el alumno haya superado 50 créditos podrá presentar su Trabajo Fin de Máster que tiene asignados 10 créditos. Los alumnos/as pueden presentar este Trabajo Fin de Máster en dos convocatorias ordianrias cada año: Julio y, Septiembre/Octubre y una extraordinaria en Febrero. Para acceder a la convocatoria extraordinaria de Febrero el alumno/a debe realizar la matrícula correspondiente.

     La presentación y defensa de este Trabajo se realiza en sesión pública en la sede de la UNED en Madrid.

Este Máster de Unión Europea puede cursarse a tiempo completo o a tiempo parcial.

     a)      Tiempo completo

     Los licenciados y graduados y los estudiantes con estudios convalidados en pueden cursar a tiempo completo el Máster realizando los 60 créditos en un año académico.

     En este cómputo se incluye la posibilidad de realizar el Trabajo Fin de Máster en su convocatoria extraordinaria de febrero del curso siguiente realizando una nueva matrícula conforme a las normas de la UNED. Ejemplo tipo: comienzo en octubre, finalización de las asignaturas en Junio o septiembre y presentación del Trabajo Fin de Máster en Junio, septiembre o febrero del curso siguiente.

     El alumno también podrá posponer la matriculación y defensa de su Trabajo Fin de Máster dentro de los plazos de permanencia establecidos por la Universidad, pero no obtendrá el título hasta que no haya superado esta prueba final.

     b)      Tiempo parcial:

     Los 60 créditos del Máster, en la especialidad elegida, pueden cursarse a tiempo parcial lo cual permite al alumno realizar el Máster, en cualquiera de las Especialidades, en dos años en lugar de en un año. Para ello, es obligatorio que el alumno siga las siguientes reglas para cualquiera de las tres Especialidades:

Asignaturas del primer cuatrimestre:

El alumno deberá matricularse, al menos, de los 18 créditos obligatorios.

Asignaturas del segundo cuatrimestre:

El alumno deberá matricularse, al menos, de 10 créditos optativos.

Debe matricularse del resto de los créditos el siguiente año (12 del primer cuatrimestre y 10 del segundo cuatrimestre o 20 si incluye el Trabajo Fin de Master).

Como se ha indicado, el estudiante puede matricularse del Trabajo Fin de Máster (10 créditos)  tanto en el segundo año como en los posteriores, dentro del plazo de permanencia que habilita la UNED para estos estudios. Ver el apartado siguiente.

Normas de Permanencia en el Máster de Unión Europea

1. Los estudiantes de la Universidad Nacional de Educación a Distancia en los estudios de Másteres Universitarios oficiales disponen de un número máximo de cuatro convocatorias por asignatura, dos por curso académico, con independencia de la convocatoria de que se trate (convocatorias de febrero/junio o septiembre), siempre que el Programa siga impartiéndose.

2. A efectos de esta norma únicamente se computarán como efectivas las convocatorias de las asignaturas que hayan sido calificadas. En el caso de que el estudiante desista de presentarse a la evaluación, en el acta se hará constar como “no presentado”, no siendo necesaria la renuncia expresa a efectos de cómputo de convocatoria.

3. En este Máster, la permanencia máxima es la propia de Máster con una carga lectiva de 60 créditos ECTS. Por tanto, el número máximo de años de permanencia será de 4.

 4. Aquellos estudiantes que agoten el número máximo de las cuatro convocatorias por asignatura, o excedan del máximo de años de permanencia, deben solicitar para continuar cursando los estudios del mismo Máster convocatoria adicional (de gracia, extraordinaria) antes del día 31 de octubre mediante instancia dirigida al Decano de la Facultad de Derecho.

5. Agotadas las convocatorias o años de permanencia, se procederá el cierre del expediente del estudiante en las enseñanzas del título de Máster iniciado, pudiendo comenzar estudios en otras enseñanzas oficiales de la UNED, previa admisión en las mismas.

  Knowledge of languages (languages other than English, which, in this speciality, is a requirement)

Students must provide documentation of the merits they claim in accordance with the above criteria for examination by the Master's Commission. Language skills (B2) must be accredited by means of the corresponding certificate/diploma stating the required level. If this certificate is not available, other means of proof may be provided and, in this case, the student may be asked for a personal or telephone interview to verify the language level.

3. Students from previous years will be guaranteed a place to continue their studies in the Master's Degree without being affected by the above admission criteria.

De acuerdo con la legislación vigente, todas las Universidades han de someter sus títulos oficiales a un proceso de verificación, seguimiento y acreditación.

Comisión coordinadora del título

Los órganos unipersonales de coordinación académica son el Coordinador y los Coordinadores de Módulo, Especialidad o Título en las diferentes facultades participantes.

El Master en Unión Europea cuenta con una "Comisión del Master".

La Comisión de Máster Interfacultativo en Unión Europea es el órgano responsable de la organización y control de resultados. Esta comisión, de conformidad con las normas aprobadas por la UNED, estará formada por el/la Decano del Centro Responsable de su coordinación y desarrollo (o persona en quien delegue), el/la coordinador/a del Master y los/las coordinadores/as de Especialidad, Título o Módulo. Actuará como secretario/a de la misma el Secretario/a del Máster en el Centro Responsable y podrán formar parte de ella los responsables de calidad de los Centros participantes.
