PRESENTACIÓN
1. MARCO LEGISLATIVO
El Doctorado en Unión Europea tiene su fundamento jurídico en lo establecido en las siguientes normas:
Real Decreto 99/2011, de 28 de enero, por el que se regulan las enseñanzas oficiales de doctorado;
Real Decreto 1393/2007, de 29 de octubre, por el que se establece la ordenación de las enseñanzas universitarias oficiales, modificado por el Real Decreto 861/2010, de 2 de julio, por el que se modifica el Real Decreto 1393/2007, de 29 de octubre, por el que se establece la ordenación de las enseñanzas universitarias oficiales;
Real Decreto 1002/2010, de 5 de agosto, sobre expedición de títulos universitarios oficiales:
Reglamento Regulador de los Estudios de Doctorado y de las Escuelas de Doctorado de la Universidad Nacional de Educación a Distancia, de 30 de junio de 2015.
2. OBJETO
La justificación de este Programa de Doctorado en Unión Europea radica en la importancia creciente de los estudios universitarios sobre la Unión Europea, no solo en los Estados Miembros, sino también en terceros países donde el interés por la Unión Europea es cada día mayor. El objetivo del Doctorado en Unión Europea de la UNED es, pues, articular un espacio superior de estudio e investigación multidisciplinar sobre la Unión Europea permitiendo la formación de calidad de investigadores y la realización de tesis doctorales sobre este importante campo de estudio e investigación.
3. CONTEXTO EXTERNO, NACIONAL E INTERNACIONAL
El Doctorado en Unión Europea se encuadra en el marco de las enseñanzas europeas de Doctorado, que vienen desarrollándose en importantes universidades tanto de europeas como de otros países no europeos.
Una de las peculiaridades de este Doctorado en Unión Europea es su profundo carácter multidisciplinar con la participación de profesores universitarios de catorce áreas de conocimiento pertenecientes a esta Universidad Nacional de Educación a Distancia (UNED), a la Universidad Complutense y a la Universidad de Vigo.
Este Doctorado en Unión Europea se vincula científicamente a los Master sobre Unión Europea que se imparten en diferentes Universidades y, específicamente, a los siguientes:
UNED: Master en Unión Europea. Responsable: Dra. Yolanda Gómez Sánchez. Se con tres diferentes Especialidades, dos de ellas en español, Especialidad en Derecho, Especialidad en Económicas/Políticas y una Especialidad en inglés, Multilevel European Integration and Fundamental Rights.

4. ARTICULACIÓN DEL DOCTORADO
El Doctorado en Unión Europea se articula a través de siete líneas (7) de investigación que vienen avaladas por tres equipos de investigación (3), integrados cada uno de ellos por profesores de referencia de diferentes áreas científicas como se expone con mayor detalle en el apartado "Líneas y equipos".
El Doctorado cuenta en total con cincuenta y nueve (59) Profesores de catorce (14) áreas de conocimiento, de las Facultades de Derecho, Económicas, Políticas y Sociología e Historia, que provienen, como ya se ha mencionado, de tres Universidades: UNED, Universidad Complutense y Universidad de Vigo. Además, el Doctorado viene avalado por la colaboración de un número relevante de profesores Jean Monnet de la Unión Europea españoles y extranjeros y otras instituciones (ver apartado de “Colaboraciones”) que aportan al Doctorado su experiencia en los estudios europeos, objetivo directo de la “Acción Jean Monnet” financiada por la Education, Audiovisual and Cultural Executive Agency-EACEA a través de los Centros de Excelencia, las cátedras y los módulos Jean Monnet así como a través de los demás programas específicos de la Agencia.
5. IDIOMAS
Este Doctorado se imparte en español e inglés. Otras lenguas de la Unión Europea pueden también ser utilizadas en las actividades formativas y en la elaboración de las tesis doctorales que se realicen en el marco normativo del Doctorado Internacional.
6. CONVENIOS Y COLABORACIONES
Convenios:
1) El Doctorado en Unión Europea tiene Convenio de colaboración con la Universidad de Bolonia (Alma Mater Studiorum) que permite la realización de tesis doctorales en régimen de cotutela y estancia de investigación en dicha Universidad.
2) La UNED tiene suscritos igualmente convenios de colaboración con la Open Universiteit Nederlandy con la FernUniversität de Hagen (Alemania) en el marco Erasmus Intensive Programme y en Intercampus. En este último caso, el convenio incluye también a la Universidad Nacional Autónoma de México (UNAM).

Este Programa se integra dentro de la Escuela de Doctorado de la UNED, creada por Acuerdo del Consejo de Gobierno de fecha 23 de octubre de 2012, circunstancia que permitirá contar con un mecanismo específico de gestión de los estudios de Doctorado y proporcionará la infraestructura precisa para la realización de las actividades de formación de los doctorandos, así como el fomento de las colaboraciones y la proyección internacional de sus resultados, y la captación de recursos para la financiación de becas y estancias en Centros internacionales y la realización de proyectos de investigación.
NÚMERO DE PLAZAS OFERTADAS
En este Doctorado en Unión Europea se ofertan 25 plazas.
De estas 25 plazas, el 60% (15 plazas) serán para alumnos que soliciten cursar el Doctorado a tiempo completo y el 40% (10 plazas) para alumnos que soliciten cursar el Doctorado a tiempo parcial. Si estas plazas a tiempo parcial no se cubrieran totalmente, las sobrantes podrían adjudicarse a solicitudes a tiempo completo.
Los criterios y procedimiento para la admisión de los estudiantes a tiempo parcial serán los mismos que para la admisión de los estudiantes a tiempo completo.
Los estudiantes podrán cambiar de modalidad de dedicación de conformidad con las normas de la UNED e incluyendo esta petición expresamente en su solicitud de continuación de estudios de Doctorado que deben realizar cada curso académico para su matriculación.
La Comisión Académica resolverá sobre las solicitudes presentadas conforme a los siguientes criterios:
- Expediente académico previo (Licenciatura, Grado o equivalente y Master, en su caso): 30%
- Perfil del estudiante (estudios, experiencia o actividades previas en Derecho Europeo y/o Unión Europea): 50%
- Conocimientos de idiomas (orden de valoración: inglés, alemán, francés, italiano, portugués, otros.) Para los niveles de conocimientos se utilizará el Sistema de Niveles del Marco Común Europeo de Referencia para las lenguas y, en su caso, se comprobará, por entrevista personal, telefónica o por medio de tecnologías de la comunicación como videoconferencia o similares: 10%
- Otros (experiencia profesional en relación con la Unión Europea, desempeño de cargos o funciones relativas al ámbito del Doctorado, publicaciones, actividades académicas, etc.): 10%
La Comisión Académica podrá acordar que no se cubran la totalidad de las plazas ofertadas si las solicitudes no alcanzan el nivel necesario para garantizar la calidad de la investigación o si no se dispone de profesorado ad hoc para las tesis solicitadas.

REQUISITOS DE ACCESO Y CRITERIOS DE ADMISIÓN
Sistema de información previo
a) Perfiles de ingreso
La diversidad de enfoques que quedan comprendidos en el ámbito de este Doctorado en Unión Europea y que se manifiesta, entre otros aspectos, en su profesorado en el cual se integran, juristas, historiadores, economistas y, politólogos que pertenecen a diferentes áreas de conocimiento científico, hace que el perfil de ingreso de los estudiantes pueda ser igualmente plural. Así, aunque el perfil de ingreso recomendado en este Doctorado en Unión Europea estará definido por estudios previos de Derecho, Ciencias Económicas y Empresariales, Ciencias Políticas y Sociología, Trabajo Social o Historia, no se excluyen candidaturas avaladas por otros estudios siempre que el candidato aporte en su solicitud evidencias de estudios y conocimientos específicos de la Unión Europea.
Como se hace constar en el baremo de selección, el conocimiento de idiomas es valorado conforme al Sistema de Niveles del Marco Común Europeo de Referencia a partir de un nivel mínimo de A2.
b) Alumnos matriculados
Una vez admitidos al programa de doctorado, al comienzo del primer año, será obligatoria la asistencia a una jornada formativa sobre los aspectos generales del programa de doctorado, tanto en los aspectos organizativos del mismo como en los aspectos académicos y de formación característicos del programa. Esta sesión servirá, tanto para contextualizar el trabajo que se va a desarrollar, como para que doctorandos e investigadores integrantes del programa se conozcan y se comience a fomentar el trabajo en equipo. El objetivo básico es que los doctorandos obtengan la información inicial necesaria sobre el programa formativo del doctorado, así como el conocimiento necesario acerca de qué es una tesis y cuáles son las fases para su elaboración y defensa.
El contenido de esta jornada será
a) Bases del programa de doctorado;
b) ¿Qué es una tesis y cómo se desarrolla específicamente en el ámbito de los problemas sociales?
Como corresponde a la metodología propia de la UNED, esta Jornada podrá ser seguida por los estudiantes presencialmente o bien online.
3.2. Requisitos de acceso y criterios de admisión
a) Requisitos generales: Como requisito general de acceso, los estudiantes deberán estar en uno de los supuestos incluidos en el artículo 6 del RD 99/2011 de 28 de enero, por el que se regulan las enseñanzas oficiales de doctorado, o de la disposición adicional segunda de dicho Real Decreto. De conformidad con la legislación vigente y las normas propias de la UNED, para acceder al Programa de Doctorado en su periodo de investigación será necesario estar en posesión de un título oficial de Máster Universitario, u otro del mismo nivel expedido por una institución de educación superior del Espacio Europeo de Educación Superior. Además, podrán acceder los estudiantes que estén en posesión de título obtenido conforme a sistemas educativos ajenos al Espacio Europeo de Educación Superior, sin necesidad de su homologación, pero previa comprobación de que el título acredita un nivel de formación equivalente a los correspondientes títulos españoles de Máster Universitario y que faculta en el país expedidor del título para el acceso a estudios de Doctorado. Esta admisión no implicará, en ningún caso, la homologación del título previo de que esté en posesión el interesado, ni su reconocimiento a otros efectos que el de cursar enseñanzas de Doctorado.
La idoneidad del contenido de los estudios previos realizados por el solicitante del Doctorado será valorado por la Comisión Académica del Doctorado en aplicación del baremo de acceso ya citado.
b) Estudiantes con dedicación a tiempo parcial: Dadas las especiales características de la UNED, conforme recoge la Adicional primera de la Ley Orgánica de Universidades, y con el fin de cumplir lo dispuesto en el artículo 4.a) de los Estatutos de la UNED (facilitar el acceso a la enseñanza universitaria y la continuidad de sus estudios a todas las personas capacitadas para seguir estudios superiores que elijan el sistema educativo de la UNED por su metodología o bien por razones laborales, económicas, de residencia o cualquier otra) la Comisión Académica podrán autorizar la dedicación a tiempo parcial a todos aquellos estudiantes que así lo especifiquen en su solicitud de admisión. No obstante, todos los beneficiarios de ayudas destinadas a la realización del doctorado a tiempo completo, con independencia del organismo o entidad que las conceda, deberán matricularse y realizar sus estudios con dedicación a tiempo completo. Por este motivo, este Doctorado ha establecido que un 40% de las plazas ofertadas puedan ser para alumnos que soliciten cursar el Doctorado a tiempo parcial.
c) Atención a los alumnos con necesidades especiales:
Las necesidades específicas de los alumnos con discapacidad serán atendidas en dos niveles diferentes:
-Por un lado, la UNIDIS (Centro de Atención a Universitarios con Discapacidad-UNED) servicio dependiente del Vicerrectorado de Estudiantes, Empleo y Cultura, asume la función de ayuda y colaboración con todos los estudiantes con necesidades específicas para que puedan gozar de las mismas oportunidades que el resto de estudiantes de la UNED, garantiza la igualdad de oportunidades para los estudiantes con discapacidad de la UNED y contribuye a suprimir las barreras para el acceso, la participación y el aprendizaje de todas las personas con discapacidad que integran la comunidad universitaria. https://portal.uned.es/portal/page?_pageid=93,154331&_dad=portal&_schema=PORTAL
-Por otro lado, la Comisión Académica del Doctorado en Unión Europea, en estrecha colaboración con la UNIDIS, estudiará las adaptaciones que sean necesarias para atender a los estudiantes con discapacidad y velará porque su aprendizaje se realice con el mismo grado de calidad y rigor que el del resto de los alumnos con las adaptaciones necesarias al grado y naturaleza de sus necesidades.
DURACIÓN
El RD 99/2011, de 28 de enero, por el que se regulan las enseñanzas oficiales de doctorado, establece en su artículo 3, en el punto 2 que:
“La duración de los estudios de doctorado será de un máximo de tres años, a tiempo completo, a contar desde la admisión del doctorando al programa hasta la presentación de la tesis doctoral.
No obstante lo anterior, y previa autorización de la comisión académica responsable del programa, podrán realizarse estudios de doctorado a tiempo parcial. En este caso tales estudios podrán tener una duración máxima de cinco años desde la admisión al programa hasta la presentación de la tesis doctoral.
Si transcurrido el citado plazo de tres años no se hubiera presentado la solicitud de depósito de la tesis, la comisión responsable del programa podrá autorizar la prórroga de este plazo por un año más, que excepcionalmente podría ampliarse por otro año adicional, en las condiciones que se hayan establecido en el correspondiente programa de doctorado. En el caso de estudios a tiempo parcial la prórroga podrá autorizarse por dos años más que, asimismo, excepcionalmente, podría ampliarse por otro año adicional.
A los efectos del cómputo del periodo anterior no se tendrán en cuenta las bajas por enfermedad, embarazo o cualquier otra causa prevista por la normativa vigente.
Asimismo, el doctorando podrá solicitar su baja temporal en el programa por un período máximo de un año, ampliable hasta un año más. Dicha solicitud deberá ser dirigida y justificada ante la comisión académica responsable del programa, que se pronunciará sobre la procedencia de acceder a lo solicitado por el doctorando.”
Por su parte, el Reglamento regulador de los estudios de doctorado y de las Escuela de Doctorado de la UNED, aprobado por Consejo de Gobierno de 30 de junio de 2015, establece en su artículo 8:
“El alumnado podrá acogerse al período de suspensión previsto en el artículo 3, apartado 2, párrafo 4 del Real Decreto 99/2011, de 28 de enero, por el que se regulan las enseñanzas oficiales de doctorado, con la obligación de mantener su matrícula activa, mediante el abono de los precios públicos correspondientes.
2. Asimismo, el alumnado podrá solicitar la baja académica temporal en el Programa por un período máximo de un año, ampliable por un año más. La solicitud se tramitará ante la Comisión Académica del Programa de Doctorado, la cual se pronunciará sobre la procedencia de acceder a lo solicitado. Las bajas deberán ser comunicadas para su tramitación a las Escuelas de Doctorado y habrán de recoger el período concreto al que afectarán, las obligaciones que contrae el alumnado cuando se produzca su reincorporación y en ningún caso alterarán el calendario académico y administrativo fijado por la Universidad.
3. Las bajas académicas temporales no eximirán del pago de los precios públicos correspondientes.
COMPLEMENTOS DE FORMACIÓN
Este Doctorado en Unión Europea no ha establecido complementos formativos distintos de las propias Actividades Formativas que se detallan en un apartado posterior.
Durante el Curso se realizarán actividades, de carácter obligatorio u opcional, que serán oportunamente anunciadas.
Es posible que los alumnos puedan ser convocados a sesiones concretas para el seguimiento de sus estudios doctorales.
LÍNEAS Y EQUIPOS DE INVESTIGACIÓN
El Doctorado en Unión Europea se articula en 7 líneas de investigación impartidas por 3 equipos de investigación formados por un total de 59 profesores-doctores de 14 diferentes áreas de conocimiento científicos y de tres Universidades (UNED, Complutense y Vigo). Cada equipo cuenta con tres profesores con funciones de coordinación del grupo y de un equipo docente formado por profesores-doctores de las áreas implicadas en las líneas de investigación que desarrolla dicho equipo.
a) Las líneas de investigación son las siguientes:

Competencias y actividades formativas
Las competencias que deben alcanzar los doctorandos durante sus estudios y que son exigibles para otorgar el título de Doctor, de acuerdo con las cualificaciones establecidas en el Espacio Europeo de Educación Superior, son:

ACTIVIDADES FORMATIVAS
Con el fin de que todos los doctorandos de la UNED adquieran una formación transversal mínima homogénea, y para conseguir las competencias antes descritas, la Universidad organizará diversas actividades formativas, si bien será la Comisión Académica del Programa quien determinará las herramientas o cursos a través de los cuales los doctorandos recibirán la formación necesaria para adquirir dichas competencias.
Las actividades formativas versarán sobre los siguientes contenidos:
- Iniciación al programa de doctorado a distancia.
- Manejo de búsquedas bibliográficas.
- Herramientas de gestión de bases de datos bibliográficas.
- Evaluación cualitativa de fuentes bibliográficas.
- Cómo referenciar bibliografía científica.
- Gestión y análisis de datos científicos.
- Cursos y talleres para la difusión e intercambio de los trabajos de investigación realizados.
- Asistencia a seminarios y congresos para la actualización y el intercambio científico.
Al comienzo del Curso Académico los Equipos de Investigación anunciarán las actividades formativas que se vayan a desarrollar durante el curso académico.
Los estudiantes dispondrán de un acceso individualizado a la plataforma de enseñanza virtual ALf de la UNED donde encontrarán esta planificación de actividades y el resto de la información necesaria para seguir el Programa de Doctorado.
ORGANIZACIÓN DEL PROGRAMA
A) PRESENTACIÓN DEL PLAN DE INVESTIGACIÓN Y DEL DOCUMENTO DE ACTIVIDADES FORMATIVAS ANUALMENTE
Los estudiantes están obligados a presentar, cada curso académico, el Plan de Investigación y el Documento de Actividades Formativas. Los formularios correspondientes están accesibles en la página web de la Escuela de Doctorado. Tanto el Plan de Investigación como el Documento de Actividades Formativas deberán ser firmados por el director/a de la tesis doctoral.
El Plan de Investigación y el Documento de Actividades Formativas pueden ser evaluados en la convocatoria ordinaria, para lo cual debe presentarse antes del 5 de julio de cada año académico. Si el estudiante no presentara esta documentación o el director/a de la tesis no lo evalua favorablemente, podrá volver a ser presentado en la convocatoria extraordinaria, para lo cual deberá entregar la misma documentación, con informe favorable del director, antes del día 15 de marzo del año académico siguiente al de la convocatoria ordinaria no aprobada.
Se informará oportunamente de las entregas en la plataforma alF. Este sistema virtual es el medio de comunicación oficial con los estudiantes a estos efectos, que están obligados a la consulta regular de dicha plataforma y de la información que en ella se publique.
Si el estudiante no entrega esta documentación ni en la convocatoria ordinaria ni en la convocatoria extraordinaria, causará BAJA en el programa de Doctorado y no podrá matricularse en el siguiente curso académico.
B) GUÍA DE BUENAS PRÁCTICAS
Con fecha 26 de junio de 2012, el Consejo de Gobierno de la UNED adoptó una Guía de Buenas Prácticas (GBP) para la supervisión de la tesis doctoral, dirigida tanto a la detección de posibles problemas de integridad científica, como al establecimiento de medidas para su prevención, fomentando el ejercicio de la actividad científica en un marco de responsabilidad acorde con los mejores valores de excelencia académica. La Guía complementa las normas ya vigentes para la realización de la tesis doctoral en la Universidad y ha de inspirar la actuación de cada miembro de la comunidad universitaria, sin perjuicio de su carácter vinculante para quienes lo suscriban como parte del Documento de compromiso doctoral al que se incorporará como Anexo. La GBP contiene un conjunto de recomendaciones y compromisos dirigidos a favorecer la calidad de la investigación y a tutelar los derechos del doctorando y de los profesores que asumen la responsabilidad de dirigir la tesis doctoral.
C) FOMENTO DE LA DIRECCIÓN DE TESIS DOCTORALES.
En el marco de este Doctorado se fomentará la realización de tesis en régimen de cotutela y se promoverá también la realización de tesis con mención de Doctorado Internacional. Siempre que sea posible se contará con expertos internacionales en las comisiones de seguimiento, informes previos y en los tribunales de tesis y de manera obligatoria en los casos en los que las normas así lo exijan.
D) SEGUIMIENTO DEL DOCTORANDO
En el artículo 24 del Reglamento Regulador de los Estudios de Doctorado y de las Escuelas de Doctorado de la Universidad Nacional de Educación a Distancia, aprobado en Consejo de Gobierno de 30 de junio de 2015 se establece el procedimiento general para la supervisión del alumnado de Doctorado. En concreto se determina que "La UNED establecerá las funciones de supervisión de los doctorandos mediante un compromiso documental firmado por la universidad, el alumnado y el profesorado que desempeñe la Dirección, y, en su caso, Codirección y la Tutoría. El compromiso será rubricado una vez que se efectúe el nombramiento de Dirección de tesis, después de la admisión y matrícula".
Para poder realizar el seguimiento, la Comisión Académica se ajustará a los procedimientos establecidos con carácter general por la Universidad, conforme a los modelos disponibles en la Escuela Internacional de Doctorado en el siguiente enlace:

Con carácter general, y para facilitar el seguimiento de los doctorandos, el programa contará, como ya se ha indicado, con un espacio virtual (aLF) al que tendrán acceso el director, el tutor y el propio doctorando. En este espacio virtual, al comienzo de cada curso académico, el doctorando dispondrá de la relación de actividades formativas que deberá realizar y que necesariamente incluirán aquellas que faciliten la adquisición de las competencias transversales que la Universidad ha determinado como obligatorias, además de aquellas que el director y el doctorando acuerden de entre las que se proponen para el programa. Por su parte el director de la tesis especificará las evidencias que deberá aportar el doctorando para acreditar el aprovechamiento de las actividades realizadas. Estas evidencias permitirán al director controlar la realización de actividades y valorar el aprovechamiento de las mismas.
Todas las actividades desarrolladas durante el curso por el doctorando figurarán en el Documento de Actividades que estará incluido en el curso virtual.
Al final de cada curso académico el Documento de Actividades será valorado por la Comisión Académica.
E) NORMATIVA PARA PRESENTACIÓN Y LECTURA DE TESIS DOCTORALES
1) Contenido de la Tesis Doctoral
La tesis doctoral consistirá en un trabajo original de investigación, elaborado por el doctorando, sobre cualquier disciplina o materia relacionada con el campo científico, tecnológico, humanístico o artístico de los estudios de doctorado realizados. La Universidad establecerá los procedimientos necesarios, en relación con la elección e inscripción del tema de la tesis así como de la lengua en que se redacte y defienda la misma, con el fin de garantizar la calidad de las tesis doctorales tanto en su elaboración como en el proceso de su evaluación.
2) Dirección de la Tesis
Para la elaboración de la tesis doctoral, la Comisión del Doctorado, asignará al doctorando un Director de Tesis, a propuesta del propio doctorando o del profesorado del Programa.
Para ser Director de Tesis será necesario estar en posesión del título de Doctor y contar con experiencia investigadora acreditada. Esta acreditación se comprobará por el cumplimiento de los requisitos establecidos por la UNED.
3) Aprobación del Proyecto de Tesis Doctoral
El doctorando presentará un proyecto de tesis, avalado con el informe del Director, y Codirector(es) en su caso, de la misma. Dicho proyecto será admitido, o rechazado, mediante juicio razonado, por la Comisión del Doctorado.
En el caso de admitirlo, se remitirá el proyecto de tesis, junto con la documentación y los informes correspondientes, a la Sección de Gestión de Doctorado para su tramitación y aprobación definitiva por la Comisión de Investigación y Doctorado de la UNED.
Aprobado el proyecto, el doctorando deberá solicitar y tramitar su inscripción.
4) Autorización de lectura de la Tesis Doctoral
Finalizada la elaboración de la tesis doctoral, el doctorando, con el informe favorable del Director, y Codirector(es) en su caso, deberá presentar dos ejemplares de la misma ante la Comisión de Doctorado, elaborados según los requisitos de redacción, formato y encuadernación establecidos por la UNED para la presentación de tesis doctorales.
Previamente a la presentación de la tesis, y con la finalidad de obtener la autorización de su lectura o defensa, será requisito indispensable que el doctorando justifique, documentalmente, haber realizado alguna publicación, relacionada con el tema de investigación de su tesis, o contar con la aceptación de los editores para la publicación del trabajo. La publicación deberá estar incluida en los criterios específicos de evaluación por campos científicos establecidos mediante Resolución por la CNEAI.

La regulación de los estudios oficiales de doctorado en España está establecida en el
Real Decreto 99/2011, de 28 de enero, por el que se regulan las enseñanzas oficiales de doctorado.
Además, la UNED ha desarrollado dicha norma en dos Reglamentos:

DOCUMENTACIÓN OFICIAL DEL TÍTULO
De acuerdo con la legislación vigente, todas las Universidades han de someter sus títulos oficiales a un proceso de verificación y acreditación.
En el caso de la UNED, el Consejo de Universidades recibe la memoria del título y la remite a la ANECA para su evaluación y emisión del Informe de verificación. Si el informe es favorable, el Consejo de Universidades dicta la Resolución de verificación, y el Ministerio de Educación eleva al Gobierno la propuesta de carácter oficial del título, ordena su inclusión en el Registro de Universidades, Centros y Títulos (RUCT) y su posterior publicación en el Boletín Oficial del Estado.
Los títulos oficiales de doctorado han de renovar su acreditación antes de los seis años desde su verificación o bien desde la fecha de su última acreditación, con el objetivo de comprobar si los resultados obtenidos son adecuados para garantizar la continuidad de su impartición. Si son adecuados, el Consejo de Universidades emite una Resolución de la acreditación del título.

SISTEMA DE ASEGURAMIENTO INTERNO DE CALIDAD
El Sistema de Garantía de Calidad del Título forma parte del Sistema Interno de Garantía de Calidad de la UNED. Los objetivos básicos del SGIC de la UNED son garantizar la calidad de este título de doctorado, su revisión y mejora, siempre que se considere necesario, en base a las necesidades y expectativas de sus grupos de interés a los que se tendrá puntualmente informados. Con ello se pretende:
- Responder al compromiso de satisfacción de las necesidades y expectativas generadas por la sociedad.
- Ofrecer la transparencia exigida en el marco del Espacio Europeo de Educación Superior.
- Incorporar estrategias de mejora continua.
- Ordenar las iniciativas docentes de un modo sistemático para que contribuyan de modo eficaz a la garantía de calidad.
- Facilitar el proceso de acreditación de los títulos implantados en las Facultades y Escuelas de la UNED.
El órgano responsable de la aplicación del SGIC en el Título es la Comisión Académica del Programa de Doctorado quien, en coordinación con la Comisión de Garantía Interna de Calidad de la Facultad de Derecho, garantizará la ejecución de los mecanismos y procedimientos concretos de este seguimiento, llevando a cabo anualmente el análisis de los resultados académicos y de satisfacción de los distintos colectivos implicados en el Programa (personal académico, doctorandos y personal de administración y servicios) contando con el informe del responsable del Centro, lo que permitirá concretar las acciones de mejora pertinentes para la buena marcha del Programa de Doctorado.

BUZÓN DE SUGERENCIAS Y RECLAMACIONES
En la página Web de la Escuela Internacional de Doctorado , puede encontrar el apartado “Sugerencias y reclamaciones” para hacer llegar todas las incidencias que puedan producirse.
Asimismo, la UNED pone a disposición de toda la comunidad universitaria a través del Centro de Atención al Estudiante (CAE), un buzón de sugerencias y reclamaciones. La sugerencia o reclamación debe llevar la identificación del interesado (nombre y DNI), carrera, asignatura, servicio o tipo de estudios al que se refieren y deben dirigirse por correo electrónico a sugerenciasyreclamaciones@adm.uned.es . Se acusará recibo del mensaje en las siguientes 24 horas laborables y el tiempo medio de contestación a su correo es de dos días laborables.
No obstante, el plazo máximo de contestación, de acuerdo con el Sistema de Garantía de la Calidad, aprobado por la ANECA para la UNED, es de 20 días.

a) Access Profiles
The diversity of approaches within the scope of this Doctorate in European Union Studies, manifested in the diversity of its faculty and academic teams (which include jurists, historians, economists and political scientists from different areas of scientific knowledge), calls for an equally pluralistic access profile of Ph. D. candidates. Although the recommended access profile for this Doctoral Programme targets students holding degrees in Law, Economics and Business studies, Political Science and Sociology, Social Work or History, candidates with other degrees are also eligible, as long they provide proof of studies and specific knowledge of the European Union in their application.
As reflected in the selection scale, knowledge of languages is valued according to the system of levels of the Common European Framework of Reference from a minimum level of A2.
b) Enrolled students
Once admitted to the Doctoral programme at the beginning of the first year, attendance to an informative session on the general aspects of the Doctoral programme, both organizational and academic, is mandatory for students. This session helps to contextualize the work to be developed and also enables doctoral students and researchers of the programme to get to know each other, which encourages teamwork. The main objective is to provide the doctoral students with preliminary information about the academic programme of the Doctorate, as well as the necessary knowledge about what a doctoral thesis is and which the preparation and defence stages are.
The schedule of this Open Day is as follows:
1) Bases of the Doctoral programme;
2) What is a doctoral thesis and how is it developed, specifically in the field of social issues?
In line with the specific methodology of UNED, this Open Day may be followed by the students personally or online.
Access Requirements and Admission Criteria
a) General requirements: As a general access requirement, students must be included in one of the situations listed in Article 6 of the Spanish Royal Decree 99/2011 of 28 January, which regulates official doctoral studies, or in the second additional provision of the said Royal Decree. In accordance with the current legislation and the regulations of UNED, to be eligible for the research period of the Doctoral programme students must be in possession of an official Master's Degree, or an equivalent degree issued by an institution of higher education of the European Higher Education Area. In addition, access is open to students holding a title from educational systems outside the European Higher Education Area, without the need for recognition, on verification that the title ensures a level of education equivalent to the corresponding Spanish titles of Master's Degree and allows access to doctoral studies in the country of issue. This admission does not imply, in any case, the official approval of the title held by the person concerned, nor recognition for purposes other than the completion of a Doctoral Programme.
The suitability of the content of the previous studies carried out by the applicant will be assessed by the Academic Committee of the Doctoral Programme applying the above cited access scale.
b) Part-time students: Given the special characteristics of UNED, in accordance with the first additional provision of the Spanish Organic Law of Universities, and in order to comply with the provisions of Article 4 a) of the UNED Statutes (provide access to university education and the continuity of their studies to all persons capable of pursuing higher education that choose the UNED system for its methodology or for work-related reasons, economic reasons, residence or other) the Academic Commission may authorise part-time studies for all those students who request it in their application. However, all recipients of aid for full-time doctoral studies, regardless of the granting agency or entity, must enrol in and pursue their studies full-time. For this reason, this Doctorate has established that 40% of the available vacancies may be filled by students seeking to pursue a part-time Doctorate.
c) Attention for students with special needs:
The specific requirements of students with disabilities will be attended on two different levels:
- On the one hand, the UNIDIS (Centre of Attention for University Students with Disabilities -UNED), a service dependent of the Vice Rector for Students, Employment and Culture, implements assistance and collaboration policies for the benefit of all students with specific needs, so that they can enjoy the same opportunities as other UNED students. UNIDIS also ensures equal opportunities for students with disabilities at UNED and helps to suppress barriers to access, participation and learning for all persons with disabilities that are members of the academic community.

- On the other hand, the Academic Commission of the Doctorate in European Union, in close collaboration with UNIDIS, will study the adaptations required to attend to students with disabilities and ensure that their education is carried out with the same degree of quality and rigor as that of the rest of the students, with the necessary adaptations in view of the degree and nature of their disability.

DOCTORAL DEGREE OFFICIAL DOCUMENTS
The Organic Act modifying the Act on Universities (LOMLOU) and the decrees regulating it, establish that in order to provide official education and issue the corresponding official qualification title with validity throughout the national territory, the universities must obtain the relevant authorization from the Autonomous Community, or from the Government in the case of UNED, and also obtain the verification of the University Council that the curriculum conforms to the guidelines and conditions established by the government.
The official titles must undergo a process of verification and subsequent accreditation by the National Agency for Quality Assessment and Accreditation of Spain (ANECA), or the competent bodies of the Autonomous Communities depending on the case.
The verification process begins with the preparation of the report on the qualification title by the University. ANECA shall perform the corresponding assessment of the proposed doctoral programme and prepare a final report, either favourable or unfavourable, and refer it to the Council of Universities. The Council of Universities shall issue a verification resolution, which shall be positive, if the conditions are complied with, or otherwise negative. The verification resolution shall then be notified to the Ministry of Education and the corresponding university.
In the event of a positive report, the Ministry of Education in the case of the UNED shall authorize the implementation of the corresponding qualification.
Finally, the Government shall establish the official nature of the qualification and order the inscription in the Spanish Registry of Universities, Centres and Qualifications.
Doctorate Programs are subject to an evaluation procedure for every six years for the purposes of renewing the accreditation.

PRESENTATION
1. REGULATORY FRAMEWORK
The legal basis for the Doctorate in European Union is established in the following Spanish regulations:
Royal Decree 99/2011 of 28 January, which regulates official doctoral studies;
Royal Decree 1393/2007 of 29 October, which regulates official university studies, amended by Royal Decree 861/2010 of 2 July, amending the Royal Decree 1393/2007 of 29 October, which established the regulation of official university studies;
Royal Decree 1002/2010, of 5 August on the issuance of official university degrees;
Regulation governing Doctoral Studies and Doctoral Schools of 30 June, 2015; and Internal regulations of the UNED Doctoral School
2. OBJECTIVE
The Doctorate in European Union studies is premised on the increasing importance of university studies on the European Union, not only in Member States, but also in third countries where interest in the European Union is growing day by day. The objective of the UNED Doctorate in European Union studies of is to structure an area of Higher Education and Multidisciplinary Investigation on the European Union, permitting the training of high-quality investigators and the preparation of doctoral theses in this important field of studies and research.
3. EXTERNAL, NATIONAL AND INTERNATIONAL CONTEXT
The Doctorate in European Union studies is part of the framework of European Doctoral Studies that have been recently developed in the most important universities, both in European and in non-European countries.
One of the special features of this Doctorate is its deeply multidisciplinary character, with the participation of university professors from fourteen areas of knowledge belonging to the Spanish National Distance Education University (UNED), the Complutense University of Madrid and the University of Vigo.
This Doctorate in European Union studies is academically related to the Master’s Degrees in European Union studies, which are offered at various Universities, and especially at the following:
UNED: Master in European Union. Person in Charge: Dr. Yolanda Gómez Sánchez. There are three different Specialities, two in Spanish: Speciality Law, Speciality Economics/Politics and one in English: Multilevel European Integration and Fundamental Rights.
AUTONOMOUS UNIVERSITY OF BARCELONA: Master in Public Law and Multilevel Integration Processes. Person in Charge: Dr. Teresa Freixes Sanjuán
UNIVERSITY OF GRANADA: Master in European Constitutional Law. Person in Charge: Dr. Francisco Balaguer Callejón

4. STRUCTURE OF THE DOCTORATE
The Doctorate on the European Union is structured in seven research areas (7) covered by three research teams (3), each of them consisting of accredited professors from various scientific areas as detailed in the Section "Research Areas and Research Teams".
The Doctoral programme has a total of fifty-nine (59) professors coming from fourteen (14) areas of knowledge, in the Faculties of Law, Economics, Politics and Sociology, as well as History, from three different universities as already mentioned: UNED, University Complutense of Madrid, and the University of Vigo. In addition, the Doctorate is endorsed by the collaboration of a relevant number of Spanish and non-Spanish professors from the Jean Monnet Centre of European Studies and other institutions (Refer to the Section on “Collaborators”) who contribute their experience in European studies to the Doctoral programme, which is the purpose of the “Jean Monnet Action” financed by the Education, Audiovisual and Cultural Executive Agency (EACEA) through the Jean Monnet Centre of Excellence, professors and modules, as well as through the other specific programmes of the Agency.
5. LANGUAGES
This Doctorate has Spanish and English as official languages. Other languages of the European Union may also be used in the academic activities and in the preparation of the doctoral theses written within the framework of the International Doctorate.
6. CONVENTIONS AND COLLABORATION
Conventions:
1) The Doctorate in European Union studies has a collaboration agreement with the University of Bologna (Alma Mater Studiorum) enabling Ph. D. Students to prepare doctoral theses through a system of joint supervision and research periods spent in that University.
2) UNED has also signed collaboration agreements with the Open University of Holland (Open Universiteit Nederland) and with the University of Distance Learning in Hagen, Germany (FernUniversität, Hagen) within the framework of the Erasmus Intensive Programme and Intercampus. In the latter case, the agreement also includes the National Autonomous University of Mexico (UNAM).

NUMBER OF VACANCIES
NUMBER OF VACANCIES AVAILABLE
A maximum number of 25 Ph. D candidates will be admitted to this Doctoral Programme on European Union Studies.
60% (15) of these 25 vacancies are for students applying for the full-time Doctoral course, and 40% (10) for students applying for the part-time Doctoral course. If the part-time vacancies are not completely filled, the surplus may be awarded to full-time requests.
The criteria and procedure for the admission of part-time students is the same as for the admission of full-time students.
Students can change their modality of dedication (part-time, full-time) in accordance with the rules of UNED by expressly including this request in the request to continue with the doctoral studies that must be made every academic year for registration.
The Academic Commission will resolve on the requests submitted in accordance with the following criteria:
Prior academic record (LL.B, graduate, or equivalent, and Master, as the case may be): 30%
Student profile (previous studies, experience, or activities in European Law and/or European Union): 50%
Knowledge of languages (order of priority: English, German, French, Italian, Portuguese, others). The Common European Framework of Reference for Languages will be used to assess the ability levels, and in each case, will be verified in a personal interview, by telephone or by means of communication technologies such as videoconferencing or similar: 10%
Other (EU-related professional experience, positions or functions relating to the scope of the Doctorate, publications, academic activities, etc.): 10%]
SUPPLEMENTARY STUDIES
This Doctorate in European Union studies has not established any supplementary studies other than its own Academic Activities, which are detailed in a later Section.
Activities to be carried out during the course can be either compulsory or optional, and will be duly announced in advance.
Students may be called to attend specific follow-up sessions focused on the development of their doctoral work.
LENGHT OF THE PHD PROGRAMME
The Spanish Royal Decree 99/2011, of 28 January, which regulates official doctoral studies, establishes in Article 3, point 2:
“The duration of full-time doctoral studies shall be no longer than three years from the admission of the PHD student to the programme until the presentation of the doctoral thesis.
However with the prior authorisation of the Academic Committee responsible for the programme, part-time doctoral studies may be carried out. In this case the studies shall have a maximum duration of five years from the admission to the programme until the presentation of the thesis.
If, on expiry of the above-mentioned period of three years, no request for the deposit of the thesis has been submitted, the Academic Committee responsible for the programme may authorise an extension of this period for a further year, which could be extended by further year in exceptional cases and in the conditions established in the relevant doctoral programme. In the case of part-time studies, an extension may be authorized for another two years, which in exceptional cases could be extended by a further year.
For the purposes of calculating the previous period, sickness leave, pregnancy or any other causes provided for by the prevailing regulations shall not be taken into account.
Students may also request temporary leave from the programme for a maximum period of one year, which may be extended for one further year. The request must be justified and submitted to the Academic Committee responsible for the programme, who shall decide on the request presented by the PHD student.”
However, the Regulation governing Doctoral Studies and Doctoral Schools of the UNED approved by the Governing Council on 30 June 2015, establishes in Article 8:
“Doctoral students may request the suspension period provided for in Article 3, paragraphs 2 and 4 of the Spanish Royal Decree 99/2011, of 28 January, regulating official doctoral studies with the obligation to maintain active registration by payment of the corresponding public fees.
2. Students may request a temporary break in the programme for a maximum period of one year, which may be extended for a further year. The application shall be processed by the Academic Committee responsible for the Doctoral Programme, who shall resolve the request presented by the PHD student.” Temporary leave must be notified for processing to the Doctoral Schools and must include the specific period affected, the obligations contracted by the students on reintegration and in no case may alter the academic and administrative programme established by the University.
3. Temporary academic leave does not exempt from payment of the corresponding public fees.
PROGRAMME ORGANISATION
A) ANNUAL PRESENTATION OF THE RESEARCH PLAN AND THE TRAINING ACTIVITIES DOCUMENT
Students are required to submit, each academic year, the Research Plan and the Training Activities Document. The corresponding forms are accessible on the Doctorate School's website. Both the Research Plan and the Training Activities Document must be signed by the director of the doctoral thesis.
These documents may be evaluated in the ordinary call, for which they must be presented before the 5th of July of each academic year. If the student does not submit this documentation or the director of the thesis does not evaluate it favorably, it may be re-submitted in the extraordinary call; for which the student must submit the same documentation, with the favorable director`s report, before the 15th of March of the next academic year of the not approved ordinary call.
The deliveries will be informed in due time on the alF platform. This virtual system is the official means of communication with the students to these effects; the students are obliged to the regular consultation of the platform and the information published on it.
If the student does not submit this documentation in the ordinary call or in the extraordinary one, he/she will be unsubscribed in the Doctorate program and will not be able to enroll again in the next academic year.
B) BEST PRACTICES GUIDE
On 26 June, 2012, the UNED Governing Council adopted a Best Practices Guide (BPG) for monitoring doctoral theses aimed at the detection of potential problems of scientific integrity, and at the adoption of measures for the prevention of such problems by encouraging the performance of scientific activities in a context of responsibility and accountability in line with the best values of academic excellence. The Guide complements the current regulations on the preparation of doctoral theses at the University and should inspire the behaviour of every member of the academic community, without prejudice to its binding character for those who sign it as part of the document of Doctoral commitment attached as Annex. The BPG contains a set of recommendations and commitments designed to enhance the research quality and to protect the rights of doctoral students and professors who assume the responsibility of supervising the doctoral thesis.
C) ENCOURAGING THE SUPERVISION OF DOCTORAL THESES
In the framework of this Doctorate, theses written under joint supervision, and theses written under the International Doctorate system are encouraged. Whenever possible, there will be international experts in the follow-up committees, the preliminary reports and in the Assessing Commission, and on a compulsory basis when required by the regulations.
D) FOLLOW-UP OF DOCTORAL CANDIDATES
Article 24 of the Regulation of Doctoral Studies and UNED Doctoral Schools establishes the general procedure for the supervision and follow-up of doctoral students. In particular, the first paragraph lays down that "UNED will establish the system of supervision of Doctoral students by means of a document of commitment signed by the University, the Doctoral student, the Tutor and the Supervisor in the form determined". This commitment will be signed and sealed once the Supervisor of the thesis is appointed after admission and must include a procedure for conflict resolution in the terms established in this Regulation, and contemplate the aspects relating to the intellectual or industrial property rights that may be generated in the field of Doctoral Programmes.
In order to be able to carry out the follow-up, the Academic Committee of the Doctoral Programme in European Union studies shall conform to the general procedures established by the University according to the models available on the UNED website in the following link:

In general, and to facilitate the follow-up of the doctoral students, as already indicated, the programme has a Virtual platform (ALF) to which the Supervisor, the Tutor and the doctoral student have access. At the beginning of each academic year, the doctoral student will find a list of academic activities to be carried out in this virtual space, including obligatory activities to facilitate the acquisition of the transversal competencies considered by the University as mandatory, as well as those activities that the Supervisor and the doctoral student choose out of all those proposed for the programme. The Supervisor of the thesis should indicate the material to be submitted by the doctoral student as evidence and record of the activities performed. These evaluations will allow the Supervisor to verify the compliance of these activities and assess the work carried out.
All the activities carried out during the course by the doctoral student will be included in the Document of Activities contained in the virtual space.
At the end of each academic year, the Document of Activities will be subject to evaluation by the Academic Committee.
F) GUIDELINES FOR SUBMITTING AND PRESENTING A DOCTORAL THESIS
1) Content of the Doctoral Thesis
A Doctoral Thesis is an original research report prepared by the doctoral student, on any discipline, or material, related to the scientific, technological, humanistic, or artistic field of the doctoral studies undertaken. The University will establish the necessary procedures in relation to the selection and registration of the topic of the thesis, as well as the language in which it is written, submitted and presented, in order to ensure the quality of doctoral theses, both in the writing and evaluation process.
2) Supervision of the Doctoral Thesis
For the preparation of the Doctoral Thesis, the Doctoral Committee will appoint a Supervisor of the thesis for every doctoral student. Supervisors will be appointed at the proposal of doctoral students themselves, or of the faculty of the Doctoral Programme.
The Supervisor of the Thesis must hold a Ph. D. certificate and have a track record of research experience. Compliance with the requirements established by UNED in this regard will imply that this qualification will be considered a sufficient.
3) Approval of the planned Doctoral Thesis
The doctoral student must submit a thesis project, endorsed by a report from the Supervisor, and Co-Supervisor if appropriate. This project will be admitted, or rejected, by means of a reasoned opinion issued by the Doctoral Commission.
If admitted, the thesis project, together with the documentation and related reports, will be sent to the Doctoral Management Section for processing and final approval by the UNED Commission on Research and Doctoral Degrees.
Once the project is approved, the doctoral student must apply for and process the inscription of the thesis.
4) Approval for defence of the Doctoral Thesis
Once the thesis has been completed and a favourable report obtained from the Supervisor, and Co-supervisor if appropriate, the doctoral candidate must submit two copies of the thesis to the Doctoral Commission in accordance with the wording, formatting, and binding requirements established by UNED for the submission of doctoral theses.
Prior to the submission of the thesis, in order to obtain the authorization to present or publically defend it, doctoral candidates are required to provide documentary evidence of having authored and published some work related to the research topic of the thesis, or of having obtained the agreement of an editor for the publication of the work. The publication must fall under the specific evaluation criteria arranged by scientific fields established by a Resolution of the National Evaluation Commission on Research Activities (CNEAI).

This Programme is part of the academic offer of the UNED Doctoral School created by a decision of the UNED Governing Council of 23 October, 2012. This will allow for specific management mechanisms for Doctoral studies to be created, and will provide the necessary infrastructure for the academic activities of Doctoral students. It will also enable the development of partnerships, the projection of the results at the international level, and the raising of funds needed to finance scholarships and research stays in international centres, as well as the implementation of research projects.

The competencies and skills to be mastered by doctoral students, and required in order to obtain the title of Doctor, are in accordance with the qualifications laid down in the European Higher Education Area are:

ACADEMIC ACTIVITIES
In order that all Doctorate students at UNED acquire a standard, minimum, and transversal education, and for them to acquire the skills and competencies described above, the University will organize various academic activities, although it will be for the Academic Committee of the Doctoral programme to determine the tools or courses through which the doctoral candidates will receive the necessary training to acquire such skills.
The academic activities will focus on the following content:
- Introduction to the distant-learning Doctoral programme
- Handling of bibliographic searches
- Bibliographic database management tools
- Qualitative evaluation of bibliographic sources
- How to reference scientific and academic literature
- Management and analysis of scientific data
- Courses and workshops for dissemination and exchange of the research that has been conducted.
- Attendance at seminars and conferences to update and exchange scientific data.
At the beginning of each academic year, the Research Team will announce the academic activities to be carried out during the academic year.
Students will have a personalized access to the UNED virtual learning platform aLf where the activity plan and other information necessary to follow the Doctoral programme will be at their disposal.

MAILBOX FOR SUGGESTIONS AND COMPLAINTS
In the following page Web de la Escuela Internacional de Doctorado, you may use the “Suggestions and Complaints" Section to inform on any incidents that could arise.
Through the Student Support Centre (CAE), UNED also has a mailbox for suggestions and complaints at the disposal of the entire university community. The suggestions or complaints should include the identification of the applicant (name and ID number), the corresponding degree, subject, service or type of studies, and should be sent by e-mail to sugerenciasyreclamaciones@adm.uned.es. Receipt of the message will be acknowledged within 24 hours and the average response time to e-mails is two working days
At any rate, in accordance with the Quality Assurance system approved by ANECA for UNED, the maximum response time is 20 days.
INTERNAL SYSTEM OF QUALITY ASSURANCE
The Degree Quality Assurance system is part of the Internal Quality Assurance System (IQAS) of UNED. The basic objectives of the UNED IQAS are to ensure the quality of doctoral degrees, their revision and improvement, whenever necessary, based on the needs and expectations of the interest groups and stakeholders, which will be informed in due time. This is intended to:
- Respond to the commitment of satisfying the needs and expectations of society.
- Provide the transparency required within the framework of the European Higher Education Area.
- Include continuous improvement strategies
- Arrange academic teaching initiatives in a systematic manner to effectively contribute to quality assurance
- Facilitate the accreditation process of the degrees offered by UNED Faculties and Schools.
The body in charge of the implementation of the IQAS is the Academic Committee of the Doctoral Programme which, in coordination with the Commission of Internal Quality Assurance of the Faculty of Law, shall ensure the implementation of the specific mechanisms and procedures for this follow-up, carried out annually by means of analysis of the academic results and satisfaction of the various groups involved in the doctoral programme (academic personnel, doctoral candidates and administrative and services staff) taking into account the report issued by the person in charge of the Centre, which allows to specify the improvements relevant for the proper functioning of the Doctoral Programme.
