Academic Information

Assistant Professor at the UNED (Spanish National University of Distance Education). Doctor of Law at the Christian-Albrechts-University zu Kiel (2014) with the thesis: Der autoritative Charakter der Grundrechtsabwägung: Eine Untersuchung über die Rolle der formellen Prinzipien in der Grundrechtsinterpretation (The authoritative character of the weighting of fundamental rights: an investigation into the role of formal principles in the interpretation of fundamental rights), which obtained the degree of summa cum
laude. He holds a Law Degree from the Universidad Nacional Mayor de San Marcos.

Former García Pelayo researcher at the Centre for Political and Constitutional Studies - CEPC (2019-2022) and Scientific Collaborator at the Ruprecht-Karls-Universität Heidelberg (2019). Former postdoctoral fellow of the Alexander von Humboldt Foundation (2017-2019) and former doctoral fellow of the German Academic
Exchange Service (DAAD) (2008-2012).

Academic positions held

Former Professor of Constitutional Law and Comparative Constitutional Law at the Pontificia Universidad Comillas - ICADE (2022-2024) and Professor of Philosophy of Law at the University of Piura (2015). He has been a Professor in the Master's and PhD programmes at the Universidad San Martin de Porres (2015-2016), as well as Assistant Professor in the Chair for State Law, Constitutional Theory and Philosophy of
Law at the Ruprecht-Karls-Univeristät Heidelberg (2019).

He has taught specialisation courses in constitutional law and legal reasoning at the Centro de Estudios Constitucionales of the Constitutional Court of Peru, at the Universidad Católica Santa María and at the Pontificia Universidad Católica del Perú.

Research activity

Former García Pelayo Research Fellow at the Centre for Political and Constitutional
Studies - CEPC (2019-2022) and Scientific Collaborator at the
Ruprecht-Karls-Universität Heidelberg (2019). Former postdoctoral fellow of the Alexander von Humboldt Foundation (2017-2019) and former doctoral fellow of the German Academic Exchange Service (DAAD) (2008-2012).

His doctoral thesis ‘Der autoritative Charakter der Grundrechtsabwägung’ (Nomos, Baden-Baden, 2014) was awarded the ‘Doctores Iuris 2015’ prize for the best doctoral thesis of the Christian-Albrechts-University zu Kiel and has been published in Spanish as ‘La ponderación y la autoridad en el derecho’ (Marcial Pons, Madrid 2016).

Research interests: Theory of the Constitution, Comparative Constitutional Law, Fundamental Rights Dogmatics, State Theory, Philosophy of Law, Legal Reasoning and Argumentation, Proportionality Analysis, Welfare Fundamental Rights and Multilevel Constitutionalism.

Professional experience

In the professional field, he has worked as Project Manager and legal officer at the Commission for Democracy through Law of the Council of Europe (Venice Commission) (2019-2021).

During his time as García Pelayo researcher, he was sent as seconded officer to the Council of Europe in Strasbourg-France for 18 months to develop the aspect of his research related to multilevel constitutionalism in Europe and to collaborate with the work of the European Commission for Democracy through Law (Venice Commission).
Two official opinions are the result of this stay: Opinion on the restriction of the freedom of peaceful assembly in Kosovo (CDL-AD(2020)030) and the amicus curiae on the constitutional control of the rules of procedure of the Congress of Moldova (CDL-AD(2021)016)) which were adopted by the Plenary of the Venice Commission.
During his time at the Venice Commission, he was also in charge of leading the project "Support to reforms of electoral legislation and practice and regional Human Rights instruments and mechanisms in countries of Latin America" financed by the European
Union.

He also served as Legal Counsel at the Constitutional Court of Peru (2016-2017).

Educational management experience

Co-coordination and management of the Master's Thesis of the Master's Degree in Constitutional Law of the Menéndez Pelayo International University and the Centre for Political and Constitutional Studies (2022-2024).
